Change the tax system to one where any project wanting funding runs a lottery.

Any and all projects wanting federal, state, or local funding receive that funding buy running a lottery. Require a minimum number of tickets be purchased by each working person each year, but allow more tickets to be purchased. If you can not raise enough money for the project in a set amount of time the money goes to a general fund related to the project (ie. defense, arts, education, research, infrastructure...)
