Change time in service requirements for TA for Marines from 24 months to 12 months in relation with the other services.

For Marines currently on active duty, TA is not granted unless the minimum active duty of 2 years is met. This was published on MARADMIN 611/13, "FIRST TIME ACTIVE DUTY TA APPLICANTS SHALL HAVE A MINIMUM TIME IN SERVICE OF 24 MONTHS PER THEIR ACTIVE DUTY BASE DATE." After some research, I found that the Marine Corps is the only service that requires that a Marine must complete 2 years of active service while the other services only require 1 year. This practice is highly unfair in that Marines who want to complete higher education can only start only after 2 years. Not to mention that Marine Recruiters are still selling potential applicant completing high school that higher education can continue while on active duty, however VERY SELECT FEW are telling the 2 year requirement.
