Change the title of all marriages to 'Civil Unions'.

Marriage is and always has been a religious thing and is defined by the bible as a union between a man and a woman. That being said, the government should not care if two people are "married",however, it should instead be concerned with people that want to spend the rest of their lives together. That is why I propose that this administration remove the religious title of 'marriage' and instead call put in place a title such as 'civil union'.
