Change TN law which states a 4 ft above ground residential swiming pool does not need a fence to include 3 ft high

4 ft high residential above ground pools are not as affordable or readily available on the market and not every one can afford to build at least a four foot fence around a 3ft to 3.5ft backyard child's pool.
