Change the top level of federal government (POTUS, SCOTUS, and congress) pay scale.

I propose that for every $2 that a person in the Senate, House of Representatives, Supreme court, or the President makes outside of their federal wages results in removing $1 from their federal pay down to $1. If any individual in one of these positions made $100,000 extra outside of their positions in a personal or business endeavor then they would lose $50,000 off of their federal salary. This could save up to $17,438,700 in FY 2013 just in the Senate alone.
