Insted of building a pipeline that runs the entire length of the USA, Why not build a few refineries close to the Canadian Border and transportating the gas and oil the way it would be shipped from the refineries from Texas. From the way it sounds the Oil has to be pipped from the north to the south refined then shipped back to the north as gas and oil. By building the refineries near the border the oil and gas can be shipped by train or trucks faster to the northern states insted of shipping it back up. If nothing else have the refineries pipe the refined oil and gas across the USA from the border of Canada.
