Change the Uniform Code of Military Justice (UCMJ) to treat all sexual assaults as a criminal action warranting a court-martial hearing removing all discretionary authority from the Commanding Officer, thus alleviating all prejudicial behavior amongst commands staff and seeing equality of justice for all service members.
