Change USA's Federal (Corporate & Personal) income tax to multiple-bracket flat tax-rate based system

People & industry of the USA would be well served by a federal system of taxation based in Multiple-bracket flat rates on personal & corporate incomes. A perhaps best potential of this:

Below 1st quartile incomes: 8%
Lower-Middle incomes: 12%
Upper-Middle incomes: 18%
Above 3rd quartile incomes: 24%

With current "personal / dependent" deductions being the only deductions (Including current adjustments such as for "Blind" persons).

Potential for a 5% National Sales Tax could be an additional budget balancing factor if levied on across-state-border (And, national border) end-product sale transactions such as "internet sales." In this, the tax rates on lower incomes could be dropped 1 to 3%.

This would help bring viable (Non "boom-bust") economy to our nation.
