Change wanted for The Federal Uniform Drinking Age Act of 1984

The Federal Uniform Drinking Age Act of 1984 was created with the purpose of providing an incentive to states to change their drinking age to 21. To do this the act declares that if states do not comply then they will lose 10% of their funding for highways. Of course no state wants to lose any funding for such a necessity. However does this act not limit the freedoms of legal adult who are able to vote on leaders of the nation, give their lives over seas, and who are taxed by the government? I propose that the act be reexamined and changed to more reasonable guidelines. Such as changing the act to only require age of purchase and possetion at 21 for liquors and spirits. This would allow adults to purchase beer and wine resulting in a slower exposure to alcohol with less risk of bodily harm
