Require that all Congressional salaries and expenditures be paid EXCLUSIVELY from government surplus, just like businesses do.
If there is a deficit, they get no pay, and they must pay for ALL EXPENDITURES PRIVATELY!
Make the desire to balance the budget PERSONAL!
As it is, they have little to no "skin in the game", so lets attach those hooks dragging down the American economy, directly into their skin, and make it in their own personal best interests to make America profitable once more!
