The US spends roughly 8 billion in farmers subsidies, and 50 billion in food stamp programs. There is an obesity epidemic in children and adults driving up health costs.
If you were to take the 58 billion and instead provide free or subsidized produce to the American consumer with the requirement that the farmers be legal US citizens paid at least minimum wage, and that all the subsidized food was grown in the US. You'd be solving many problems with one change.
If a consumer can walk into a grocery store and pickup staple vegetable products that can feed a family for free you wouldn't need a food program. If schools, cafeterias, restaurants offered a free or subsidized salad bar, the consumer would start to make smarter choices.
