change the way government salaries are handled.

The members of the federal government are employees of the citizens of the United States of America. As such, I think the salaries of the member of the House of Representatives and Senate, as well as the President and Vice President, should be earned based on a merit system. I feel that there should be a popular vote on the issue each year to determine the salary of each person for the following year as well as economic factors. There should be a non partisan person, or group of people, to develop the system that are not a members of the government. There should be a popular vote to see if the American people agree with the proposed system. This could be voted on either during the primary election times or during the November elections so that it would not add too much cost or effort.
