Change the way members of the House of Representatives are apportioned to the States.

States are currently apportioned Representatives according the the Huntington-Hill method, which uses an algebraic equation to divide the 435 seats in the House of Representatives. It is designed to minimize the percentage differences in populations in congressional districts. This has the effect of disenfranchising millions of Americans by diluting their voting power for the simple reason they are a population that is geographically concentrated. Therefore, the current method of apportionment violates the right to freedom of association in the First Amendment. We propose that the government apportion representation on a direct Representative-to-population ratio that is equal for all states, completely redrawing current congressional districts and creating as many new ones as needed.
