change the way our federal budgets work, to stop paycheck of Congress and the President if the budget is not balanced.

Put the needs of the people ahead of the government and its officials. Our elected officials are the public servants, not the people serve the government.
The paychecks of elected officials should be the first thing cut when the budget cannot meet its obligations.
