Change the Whitehouse.gov Petition Website to Make It More User Friendly

The current petition website is structured in a way that requires the user to scroll down and press "Show More Petitions" to see older petitions at the bottom of the list. The user has to do this on average 9 times to get to the bottom of the list. If a user decides to look at petition #81 out of 179, then decides to view the entire list of petitions again by pressing the "back" button, instead of taking the user back to the last petition viewed, the website starts the user over at petition #1. The user must then re-navigate back down to the last petition viewed. If the user does not specifically remember the number of the last petition he viewed, it is more difficult to find where he left off. The tedium thereof results in older petitions not getting viewed, invalidating the service.
