Change the wording of the second ammendment to clearly state that they cannot take, restrict, or limit firearm ownership

Change the wording of the second ammendment to "The American citizen has the right to purchase, make, own, carry, and use any weapon avalible to mankind, short of planet destroying firepower. This right cannot be taken away, limited, or restricted in any way by anyone at anytime, except in the case of mental insanity. To attempt to regulate, limit, or ban access or ownership of any weapon or weapon accessory is to commit treason. This is so that the American citizen can protect themselves from any threat, foriegn or domestic, including their own government." This would make it more clear what the second ammendment truely means.
