The Veteran's Retraining Assistance Program is in need of an overhaul regarding its language. The language is too restrictive to be taken seriously and impedes the Veteran at every turn.
The list of hign demand jobs under the VRAP qualifications and the actual programs that exists do not match up. I have spoken to several people at the VA Department in Muskogee, OK who shares they can only enforce the law, not change it.
I am proposing adding to the existing language to include: (a) adding 4-year institutions as a source for an Associate's degree; (b) include most online courses in hign demand fields for Veterans who are disabled or unable to attend a conventional school; and (c) include language for a waiver on a case by case basis allowing VA counselors to review as needed.
