The Affordable Care Act was written to take effect on December 31st, 2013. President Obama has made numerous changes to the law unilaterally without sending the law back to Congress to make the changes. The President has chosen who should be exempt from the mandated portions of the law without Congress approval. The President has chosen which laws he will enforce and which laws he will not enforce with the consent and approval of Congress.
The President must follow the US Constitution.
