Charge Director of National Intelligence James Clapper with perjury for lying to congress domestic spying.

When asked in a congressional hearing whether the NSA collects domestic phone and internet records on Americans, Director Clapper answered in the negative, but later admitted to lying stating that this was the "least untruthful" response to the question. There is no doubt that his lie runs afoul of federal law.
Mr Clapper should be prosecuted for perjury for lying to congress on this and other occasions.
