Charge dog owners that leave their dogs outside in any extreme weather conditions (hot or cold) with felony animal abuse

Season after season, dog rescuers are faced with death. This winter has claimed the lives of many dogs left outside by their owners to freeze to death. Proper housing and bedding DOES NOT protect them from frostbite and a long, agonizing death. During the summer months, dogs are left out to suffer from heat stroke/exhaustion. Please be their voice!! Dogs SHOULD NOT be outside if it's uncomfortable for you! Let's hold these owners responsible for the many lives lost and stop future deaths!
