Charge the elected Government with cruelty to Animals

Because the Government shut down included Zoos where the Animals are regularly exposed to a human presence, the shutdown took away the continuous human presence resulting in a prolonged period where the Animals went without humans other than keepers. Consequently the more intelligent Animals suffered emotionally from the loss of human attention.
This is an act of cruelty to animals than cannot go unpunished. To that end the Elected officials involved in the Shutdown must be charged with Cruelty to Animals and garnished of their wages.
