Charge individuals who ride in the car with drunk drivers with a crime.

Individuals who choose to ride in the car with drunk drivers are complicit in allowing someone behind the wheel who may harm others. Furthermore, they are benefiting by getting a ride home from the crime of drunk driving. Currently there exists an incentive for individuals to convince a friend to drive so that they themselves can avoid punishment. In making everyone in the car liable for criminal punishment, people will no longer try and convince a drunk friend to drive and will seek alternate modes of transportation.
