Many times corrupt local governments will prosecute innocent people or overlook lawbreakers. The FBI should be able to look into these cases and prosecute anyone who is involved in the coverup or malicious prosecution.

The punishment should be what the maximum sentence for the crime would be. (i.e. if they deliberately withhold evidence of innocence in a murder trial then they get sentenced to the maximum for that type of murder. Like manslaughter or first degree murder.)
