charge parents of children who injure themselves or others by means of a firearm that has not been properly secured.

If a child has access to a gun that is not safely and securely stored, and that child injures or kills someone with that gun, the parent(s) or guardian(s) as well as the owner of the gun should be charged as criminals. Part of that procedure should include a disability of their 2nd amendment rights.
