Millions of tax payers rely on a functioning Federal Government, which cannot be realized without passing the National Budget. This petition fines all members of Congress 20% of their annual salaries for each day the Budget remains unresolved. After five days no member of Congress shall receive any salary for the coming year. While the President does not have the power to enact this petition, since only Congress may conveniently make adjustments to their pay, the impetus behind the petition is to get the Lawmakers' attention.
