charge with treason those (e.g. Congress) who threaten, by word or deed, the functioning of the Federal Government

The government of the United States has become dysfunctional to the point it no longer governs. Members of Congress explicitly threaten the viability and effective operation of the Federal Government in an attempt to extort concessions. This is contrary to performing their sworn duties to serve the United States. Members of the Congress who threaten, by word or deed, to disrupt the operation of the Federal Government, including services to the US citizenry, should be charged with treason against the United States.
