Charter NRA as independent third party that provides training & safeguards a gun owner data base from confiscation laws

The Great Gun Compromise: Charter the NRA to act as an independent third party to regulate guns. NRA runs initial and refresher training and tracks compliance. Hopefully during training, if the instructor feels the person under instruction has any mental instability, they can request a psychological evaluation prior to approving their access to guns. NRA creates a database to track gun ownership. A Key statute of the Charter will be to safeguard personal information from the government. The only access the government will have to the database is through court requests as part of a criminal investigation. If at any point the government attempts gun confiscation, the NRA will be obligated to delete the database in order to protect the personal information held within.
