Chastise Arizona for hiding the fact that state employees got their ACA rebate by announcing only a 'premium holiday'

Arizona State employees were recently notified of a healthcare insurance 'Premium Holiday' with no explanation of why. There is no answer to the question "Where did this money come from?" I believe it is due to the fact that our Republican dominated political machine in Arizona refuses to inform their employees that they have actually received any kind of benefit from the ACA. Although it is probably legal, I find it morally reprehensible. This should be exposed and the people of Arizona should be told the truth.
