OCONUS DOD personnel are being forced out of their assignments due to time in position. CONUS based employees are not made to move based on time. This causes an issue for OCONUS personnel to find a position in the CONUS market as personnel need not move. This causes organizations to create a Priority Placement Program (PPP) to assist movement. However, if the current employee declines the position then they must resign. This process is not in place CONUS. Hence not EQUAL. Either allow the OCONUS based employees stay in their current position following the same criteria for a CONUS based employee, or mandate that CONUS based employees move every five years to an OCONUS assignment for a minimum of 2 years before they can return. Abolish the 5 year rule or apply it equally OCONUS & CONUS.
