Chicago: Mayor and Superintendant dereliction of duties/violation of oath to offices

Chicago has ended it's 2012 year with an increase of murder and violent crimes. 2013 has started off with a continued violent trend. The Mayor, Rahm Emanual and Police Superintendant McCarthy have failed to provide the leadership and solutions required to reduce violent crimes and homicides. In fact, McCarthy stated that the violence is not as bad as it seems. I find this to be a direct reflection of his gross neglagence of duty. I believe that a federal investigation should be conducted as to where the money for Chicago Police budgets have truly been spent. The Mayor appointed this Superintendent and is therefore neglagent for failing to hold him accountable for poor performance. Both individuals should be removed from office immediately and possibly held civally or criminally liable.
