The protection of children that cannot
represent themselves (in) the body of the people and protect themselves (from) the body of the people in times of ;
War, terrorism, violence or any situation of a socially unstable state that
causes the inability of the adult portion of the body of the people, to fulfill their social custodial responsibility to protect the juvenile portion of the body of the people from, victimization, terrorization, or any injustice manifesting from the power of vote, consent, contract, baring arms and joining the armed forces, that only juveniles are capable of being vulnerable to, and can only be manifested or confused by the adult portion of the people.
