The Department of Revenue has become a glorified collection agency and while it is supposed to act on the best interest of a child, they will only hear about the financial needs. In order to establish any visitation, it must be addressed separately as a civil matter. The courts need to care about both financial means and the right of the parents to see their children as well. Both matters are in the well being and welfare of the children.
