Child Support Reform

The whole child support system in California is a joke, fathers are basically treated as the enemies throughout the state and its turned too much into a business for California and i'm sure in other states as well. You somehow manage to get laid off from your job or can't find a job in this economy, theres a chance you get arrested and lose your drivers license. How are you supposed to find a job to pay child support when the cities and/or state take away your license to drive an automobile and throw you in jail and in many cases of famous people, are having to file bankruptcy. The reason i'm even trying this is so child support is about the children and not to fund the cities and state(s). The city I live in can't even send the paperwork to the right person, was addressed to my parents.
