I found personally that their should be exemptions to the rule, that you have to be working for one month before you can apply for childcare. When a parent is in an abusive relationship and needs to get away. They can go to a shelter, but they cannot move forward unless they have someone to watch their child. They need to adapt it to help people escape bad situations and get to work on correcting their lives. The shelters do not offer child care, nor do they allow other shelter members to watch others children. Their are people stuck in the system because they have no safe place to put a child and fear losing them. We have to help loving parents hold on to their children. We have far too many children in the system. We have to help the ones that want to make their kids life better.
