Children should be protected from abusive biological parents

Children should have the right to be safe . Just because a parent can biologically reproduce does not make that parent a fit or even decent parent or person. Children who are sexually abused by a parent or step parent and then forced to cover up the incident to protect the parent that child should be protected from these "parents" . These kind of "parents" are not able to make decisions to keep a child safe and should loose their standing as parents, in order to keep the child safe.
If a child has a capable loving guardian or grandparent who can provide a safe home, that grandparent should have the same superior rights that a biological parent. Probate court should hold child rights and safety superior to bio parents who want to regain custody to reset abolish welfare benefits.
