We are giving money to the country that is taking our technology illegally, stealing patents, and using other peoples sovereign designs to make money and devalue the US dollar.
We did not in the past believe in supporting communism with a record of humans rights violations. Why do we now send our money to that same communist country? Why do we give import tax breaks to that same country who terribly violates the human rights of their people?
China is the second largest economy in the world and can afford to provide for themselves. Zero dollars should be going to China.
