In Nov. 2008, a passerby who was taking photos was chased and killed by 4 chengguan in Hubei Tianmen, but finally the murderers were sentenced to only 6 years.
In Nov. 2011, serval chengguan chased and killed people in Liaoyang, at last, principal offender was jailed for 11 years.
In Jun. 2013, a police shot and killed two villagers in Guizhou, and finally was jailed for 8 years.
In Jul. 2013, in Hunan Linwu crowds of chegnguan chased and killed a watermelon farmer, but finally the gorverment considered he was sick and just only compensated the victim's family more than ¥80 million.
In Sep. 2013, in Shenyang a peddler named Xia Junfeng was quickly sentenced to death for killing chengguan.
Similarly killings, completely different adjudications.China government and court are guilty.
