That all police departments throughout the United States institute a non-lethal policy. Each police officer will carry a taser and other non-lethal items for protection and enforcement. All lethal weapons will be reserved for SWAT/specially trained officers who have been psychologically cleared, background checked, and whose performance demonstrates the capability to restrain acts of violence.
