Under the articles established during the Hague Conference of 1980, all internationally abducted children shall be returned to their country of habitual residence. In 2014 alone, 554 children were abducted to foreign nations and not returned - 169 of them being to Mexico. In order to solve the issue of international child abductions, the Hague Conference of 1980 standards must be binding. In the following link is the 2015 report:
