Civil-Forfeiture: Put an end to or better regulate civil forfeiture in Phillidelphia and the rest of the country.

Civil forfeiture has turned into oppression of the people of Phillidelphia and the citizens of this country. Law enforcement and prosecuters directly benefit from the value of the property seized. This gives them incentive to abuse this law for their own benefit. This is a violation of our freedoms protected by the constituition. This tyranny needs to end.
