Civil Rights Violation, Fraud, Perjury, etc against disables by low income housing report to HUD in CA to no avail. WHY?

My developmentally disable daughter, a tenant for 13 years in a Tax Credit Low Income Housing located in San Bernardino County was a victim of verbal abuse, Fraud, Perjury, unlawful entry, non-renewal of lease, and ultimately eviction, etc. by current prop. mgr & asst. mgr. Allegations were all inconclusive. I tried to report fraud to local law enforcement instead they went to interview the suspect. I tried to report it to CA. regional fair housing & I was treated as an ignorant by Steve Cogswell, who was the person assigned to take a report & investigate. I called DEFH and spoke to Mr. Wally Lee, my report was dismissed. What do I need to do to get my voice heard? Is it my accent? since I was born in the Philippines and 60 years old? or maybe because I am physically disable as well. Help
