Civil rights violations and racial discrimination in Vermont that resulted in the wrongful death of my daughter (25)

I am an international educator, professor in the USA and in France, a Harvard university graduate and a former member of the board of examiners of the Malcolm Baldrige National Quality Award of the United States. I am requesting an investigation for the wrongful death of my daughter Natasha Suarez who died on Septmeber 2, 2011 in Vermont due to the criminal negligence of the Department of Children and Families of Addison county, the Addison Courts of Vermont and its court-appointed attorneys that failed to protect both of my children for the last 12 years (especially to my daughter Natasha Suarez), all of which caused the wrongful death of my daughter at age 25. The Vermont Human Rights Commission and the Boston Civil Rights Office refused to investigate my complaint as well.
