By utilizing the technology of the day we have to ask, is civilocity realistic?

Over 100 million people died in the 20th century alone because of numerous leaders of countries covering up unlawful behavior. What occurred in the 20th century is realistic. War is not the answer. Civilocity eliminates a leader of a countries ability to cover up unlawful behavior without sacrificing a single life in war. Civilocity should be taught to everyone whether foreign or domestic. War should not be fought with everyone whether foreign or domestic. The death penalty must be abolished. Nobody should ever be killed under any circumstances.
