Clarify the First Sale Doctrine to include all physical goods, regardless of origin, that are sold, not rented, to be covered, exhausting all creator's rights over the physical item (not including copyright / trademark / patent).
Clarify that when something is purchased in perpetuity that a sale has occurred and not a license.
Modernize the doctrine to include digital goods.
Clarify that any digital "sale" that occurs in perpetuity be deemed a sale like a physical item and not a license, giving the buyer the right to resell or bequeath the good.
Clarify that any and all licenses or warranties that come with the sale (not rental or time expiring licenses) of an item or good shall be transferred in toto when resold or bequeathed.
