clarify the meaning of the second amendment

for far too long the national rifle association, criminals and fearful citizens of america have been using the second amendment as an excuse to arm themselves with weapons that should only be in the hands of law enforcement and the military, if they should be in the hands of anyone.
it's time to clarify the meaning of this amendment.
was it added simply so that citizens of early america could form militias to protect their new nation before the creation of a national military or was it meant as a human right in general?
and, if it was meant as a human right in general, was the intention for citizens to own weapons that could put food on their tables or for them to own weapons that serve no other purpose than to kill other human beings?
