clarify nutritional allergen labeling

Current allergen guidelines require labeling MILK, but not DAIRY. Consumers who are sensitive to lactose may be sensitive from many dairy ingredients, not just the actual milk.

Similarly, WHEAT is a required allergen label but GLUTEN isn't. Someone who is trying to avoid gluten in their diet might mistakenly consume a product with barley or rye, because only wheat has to be declared.

The allergen declaration should include or be updated to list dairy and gluten, respectively.
