It seems to me that I have heard a Judge suggest that if people are not (In the judges awareness) opposed to something that that means they are okay with it.
In regards to these petitions if it gets hardly any signatures does that mean that people don't care and that one should consider the populous in agreement with the ideas inverse?
ie. if there is a petition to insure the legality of peoples right to wear black hats and very few people sing it does that mean people don't care if the right to wear black hats is taken away from them?
What constitutes agreements as far as the White House is concerned?
