Clarify the Second Amendment: right to bear muskets

Clarify the interpretation of the Second Amendment to define "arms" as non-military firearms that existed in 1791, the year of the amendment's passage. Firearms invented since 1791 will be redefined as "Military and Police Grade Weapons" and will only be used by military personnel, police, and other professionals who require advanced weaponry to do their job.

All existing civilian firearms that could not be manufactured in 1791 will be turned in to the military. Civilians who remain in possession of advanced weapons will be considered terrorists.
