A resolution by the Congress of the United States to clarify the meaning of person in the Constitution of the United States, and applying to the 14th Amendment. The meaning of person in the Constitution and 14th Amendment applies only to natural born persons without regard to any characteristic which distinguishes that person from any other natural born person. Associations established by law or consent do not qualify for the same Consitutional status as natural born persons.
