Have the Justice Department or the responsible judicial entity, declared organized gangs and crime families as domestic terrorists. This would allow Federal assets to be used in the surveillance and intellegence gathering needed to prosecute the gangs. The gangs I refer to traffic in drugs, people and weapons. They are alos responsible for extrotion, prostitution, murder and many other crimes.
It would help take some of the burden off local law enforcement whoh couold then concentrate on the other problems their communities face.
